
Timm Borden is a seasoned municipal leader and trusted advisor with extensive experience supporting local governments across the United States. Over the past six years, he has guided cities and agencies through organizational assessments, strategic planning initiatives, and executive coaching engagements, helping leaders strengthen performance and achieve long-term goals.
Prior to his advisory work, Timm served as Interim City Manager for the City of Cupertino. He previously held the role of Director of Public Works in Cupertino for eight years, following eight years as Deputy Director of Public Works for the City of San Jose. Across these roles, he built a strong reputation for effective leadership, operational excellence, and collaborative problem-solving.
Timm has also been an active leader within the League of California Cities, serving in multiple Public Works Department leadership roles, including President. He contributed to key policy efforts as a member of the Transportation, Communication, and Public Works Committee, as well as the Community Services Policy Advisory Committee.
An engaged member of the American Public Works Association, Timm was honored as Leader of the Year by the Silicon Valley Chapter in 2016 in recognition of his leadership and contributions to the profession.
Timm contributes to JGA through organizational assessments, strategic planning, and subject matter advisement rooted in decades of public sector leadership. His favorite JGA value is Glitter, which aligns with his belief that every client interaction is an opportunity to elevate expectations and demonstrate exceptional service. Outside of work, Timm enjoys traveling across the United States and around the world, finding inspiration in new cultures, perspectives, and experiences.
