Captain Tim Hageman (Ret.) brings over 33 years of distinguished law enforcement experience to the JGA Team. Throughout his career, he has served in a variety of critical roles, including patrol officer, detective, Field Training Officer, School Resource Officer, S.W.A.T. operator, crisis negotiator, D.U.I. Team member, Internal Affairs investigator, Personnel and Training, and certified Drug Recognition Expert.

As a captain with the Manhattan Beach Police Department, Tim managed both the FieldOperations Bureau—which encompasses the Patrol Division, Traffic Division, K9 Section, and Parking & Animal Control Section—and the Administration & Investigations Bureau, overseeing the Investigations & Support Division and Budget & Technology Section. His leadership was instrumental in enhancing operational efficiency and fostering community engagement.

Beyond his professional accomplishments, Tim has been an active member of the Rotary Club of Manhattan Beach since 2015, serving in various board positions, including Club President from 2020 to 2021. He is deeply committed to supporting military veterans and first responders, having chaired VetFest—an annual Veterans Day event—on three separate occasions. Tim also hosts a podcast called Behind The Line, which features stories and insights from military veterans and first responders. Tim holds both Bachelor’s and Master’s degrees in Criminal Justice Administration, underscoring his dedication to continuous learning and professional development.

Tim supports JGA through strategic planning, organizational assessments, and leadership development that help agencies clarify priorities and strengthen performance. His favorite JGA value is Humility, which shapes his commitment to listening first, understanding perspectives, and building trust. Tim is proud of his leadership on the Santa Barbara Police Department Strategic Plan and values the collaborative culture of the JGA team.
