Steven is a registered Professional Civil and Traffic Engineer with more than 36 years of experience providing municipal engineering services to public agencies throughout Southern California, with a focus on communities across Los Angeles County. He served the City of Pasadena for over 28 years in progressive roles including City Engineer, Assistant City Engineer, and Transportation Administrator, where he led and supported a wide range of capital improvements, transportation, and infrastructure programs. For the past eight years, Steven has worked as a consultant providing project management, construction management, traffic engineering, and design services to multiple cities, including Palmdale, El Monte, Gardena, Lodi, Lomita, Lynwood, Maywood, Rancho Palos Verdes, and South Pasadena.

Steven contributes to JGA through team building, recruitment, and public works and engineering expertise that help organizations strengthen their workforce and leadership. His favorite JGA value is Humility, which guides his grounded, open, and people centered approach. Outside of work, Steven enjoys attending sporting events and brings a spirit of resilience and growth to both his personal and professional life.
