Laura Nomura helps public sector organizations grow stronger, plan for the future, and support the people who keep their communities running. At Jacob Green and Associates, she focuses on organizational development, strategic planning, governance improvements, and executive recruitment. Laura is known for her steady, thoughtful style and her ability to help teams make meaningful progress.

She brings more than thirty years of experience from roles across Southern California, including Deputy General Manager and Treasurer at Eastern Municipal Water District and Assistant General Manager for Finance and Administration at Riverside Public Utilities. She also served as Finance Director for the cities of Hemet and Irwindale and Controller for the City of Riverside. Laura began her career in public accounting serving municipal clients and is a Certified Public Accountant.

Laura holds a Bachelor of Arts in Accounting from California State University, Fullerton, and a Master of Science in Organizational Leadership from the University of Redlands. She is a past president and board member of the California Society of Municipal Finance Officers and currently serves as an advisor for the Program Committee for its premier annual conference. She also is a member of the Association of Women in Water, Energy and Environment.

Outside of her advisory work, Laura loves traveling with her husband, Cory, celebrating forty years together, spending time with their two grandsons, and enjoying the daily joy brought by her dogs Noah and Miso.
